Looks Like Pot But It’s Not: Questions Surround Sale Of CBD Flowers
MINNEAPOLIS (WCCO) — A plant that looks and smells like marijuana has found its way onto store shelves in Minnesota. The CBD flower is derived from hemp. It’s the latest product claiming to help with everything from anxiety to seizures.
Inside Hideaway in Dinkytown, you’ll find jars full of CBD flowers. There are different flavors to choose from like Sour Tsunami and Cannatonic. One jar is advertised as Minnesota made. And they sell pre-rolled joints.
“I went in to get CBD oil and they actually had what looked like marijuana, big vats of marijuana for sale and I was shocked,” said Wade Thomas, of Arden Hills.
So what’s the difference?
Thomas couldn’t tell by sight. Put hemp CBD flowers and marijuana buds side by side and it’s hard to see what sets them apart.
Wally Sakallah owns the store that sells the flowers.
“It’s like a hemp flower. I mean it’s actual like marijuana-looking, smells like it, taste like it, the only thing is its effect. It doesn’t have the effect. It doesn’t have the psychoactive to it,” Sakallah said.
Even so, critics of hemp CBD argue the products, including flowers, are not regulated and not legal.
In a statement, the Minnesota Board of Pharmacy wrote: “Nothing in state or federal law allows any products derived from hemp to be sold for human or animal consumption.”
Law enforcement, however, say there’s nothing on the books about it.
“We’re running a business. This is not like street market or black market. This is an actual business, we follow the law,” Sakallah said, adding that there’s a growing demand for the flowers over CBD oils or other products.
“People are like, OK, I would like to have the actual flower instead of actual processing stuff to make sure this is the actual stuff,” Sakallah said.
And he knows the more it’s out there, the more issues could arise.
“I feel bad for law enforcement…how are they going to tell? Sakallah said.
Thomas said he uses CBD oils for muscle soreness and joint issues but said he’s not going to take his chances with the flowers.
“It smells like weed so I wouldn’t feel comfortable riding around with it in my car, so if you got pulled over there could be some issues there. Cause how can you tell a cop it’s CBD and it looks exactly like weed and smells like weed but it doesn’t have THC in it,” Thomas said.
Sakallah reports police did stop one of his employees with the CBD flowers. It took some time, but the officer eventually let the worker go.
The Minnesota Board of Pharmacy warns that hemp-derived products can contain small amounts of THC and users may test positive for it when they undergo drug testing.

How to make a marijuana bouquet
To make one of these on your own, you will need access to marijuana plants with full branches of marijuana flowers. If you don’t have that option than the next best thing will be large colas that can be displayed in a similar fashion. That’s the hard part, the rest of the work is having fun personalizing your masterpiece. All the materials you’ll need can be found in any dollar store near you.
- 1 sheet of sheer decorative wrap
- 1 sheet of colored paper
- 2 elastics
- 1 ounce or more of marijuana flowers
- 1 roll of ribbon
- 1 blank name card
- 1 pair of scissors
- decorative additions (such as small gifts or flowers to use as accents in your bouquet)
- 1 roll of scotch tape
To begin, you will need access to a full marijuana plant, branches, or large colas that have been cured, cleaned, and are ready to use. You want to use at least one full ounce of marijuana flowers to get the visual effect.
Place the buds or branches in a bunch on a clean flat surface. Move, cut, and manipulate the pieces until they are all standing straight, with the largest ones lined in a row in the back and the shortest in another that is laid on top.
Lay the sheet of sheer decorative wrap flat so you can measure how much you will need to wrap the bud arrangement. You don’t need to be precise as additional trimming can happen later on.
Now line up a corner of the colored sheet of paper with the sheer decorative wrap and cut the colored paper down to the same size.
Cut one inch along the top of the colored strip of paper. The idea is to have the sheer paper stick out just above the colored one for a layered effect.
Arrange the marijuana flowers by placing the bottom stem tips towards the aligned corner of the papers.
Once you are happy with the look, you can use an elastic to bundle the flowers together. Holding one hand over the bouquet can you help to create or maintain the cone effect.
It is now time to wrap the base of your marijuana bouquet. Grab both corners on either side of the bundle and pull them downwards to form a cone shape. They should naturally rest in a “v” once they are correctly aligned.
Use a few pieces of scotch tape to fasten the corners at the back of the bouquet. You may need to lift it up while you do this to keep a firm wrap.
Wrap the bottom of the bouquet approximately one inch from the bottom with a piece of ribbon to form a handle.
Now you can decorate it in any way that you like. Place a gold ring over a bud, add a little Baby’s Breath or some of your lover’s favorite candy. Spruce it up to best suit the giftee and add your own personal touch to the creation.
